Job description
Position Title: Quantity Surveyor
Work Location/Term: Riyadh/KSA PMC Central PMT Office/Full time
Supervision: Cost Estimate & Cost Validation & Control
Reports to: Contracts & Project Services Manager
Responsibilities
Review Project Contractors’ payment schedules and monitor cost control activities by Project Contractors (Detailed Design Consultants and Construction Contractors);
Develop cost breakdown structure as a basis for Contractors tender pricing and subsequently the establishment of the integrated Project Budget;
Develop multi-disciplinary conceptual and detailed cost estimates for Projects, as required from time to time, with input from PMC management team and lead discipline engineers and with due consideration to the needs and requirements of Client/Project;
Provide cost estimate support during bid analysis and contract negotiations.
Prepare and manage the overall Project budget; Coordinate and integrate cost update reports from multiple Contractors; if needed, ensure Client information is integrated into the overall Project budget; Interface with internal and external organisations to review and discuss the Project scope and estimate basis;
Review Contractors’ cost reports and cost performance indices; monitor timely updating of all detailed Project schedules by Project Contractors based on structured Project information gathering;
Highlight cost and budget related problem areas and negative trends as a basis for the discussion of remedial actions;
Perform invoice handling and control processes for the review and validation of Contractors’ certificates and the release of payments to Project Contractors by the Client;
Participate in weekly progress review meetings to monitor trends in Contractor’s cost performance, to identify possible deviations from the Control budget;
Highlight/report on cost control and invoicing status;
Participate in Risk, opportunity and lessons learnt workshops;
Assist the Client and PMC PMT in all cost related matters during Project execution;
Review and analyse claims and change orders;
In coordination with the Planning Engineers, review Cost performance indices from Project Contractors and report on cost performance of the Contractors and of the Project in general
Job requirements
Competency requirements:
Knowledge and experience in international PMC contracts for projects with similar scope and complexity in general and with regards to PMC role in the Project in particular.
Hands-on estimating and cost control experience.
Good understanding of project requirements as a basis for monitoring and reporting on Project Contractor’s schedule and cost performance.
Ability to break down complex data sets into simplified structures.
Create a cost awareness atmosphere among all Project participants.
Good understanding of cost aspects of the facility type and the invoice control processes to be implemented
Ability to guide less experienced quantity surveyors;
Good knowledge of computer-based systems including, Microsoft Office applications and in particular excel.
In-depth hands-on experiences regarding Project Budget and cost reporting.
Minimum Requirements
Education: Bachelor's degree in engineering, management or similar field is minimum requirement; Master's degree and/or professional accreditation from PMI kind of project management associations preferred.
Language skills: English is mandatory
Professional experience: Min 5 years of hands on estimating and cost control experience
