Job description

Position Title               : HSE Director

Work Location            : Riyadh/KSA PMC Central PMT Office/Full time

Reports to                   : Project Director


Responsibilities

  • Develop Project specific HSE plans, procedures and work instructions taking into account Client requirements and ILF PMS standards as reference guidelines.
  • Develop PMC HSE Management Plan for PMC services, including supplementary plans, procedures etc.
  • Review, comment and approve HSE Plans, and associated plans and procedures issued by Project Contractors.
  • Monitor implementation of project specific HSE management systems and assurance processes (including plans, procedures, and templates) by PMC and by Project Contractors.
  • Plan for and implement HSE audit plan/schedule to ensure performance of services in line with project’s HSE requirements and approved plans and procedures.
  • Plan for and establish an induction program to ensure that all PMC personnel is duly informed about HSE requirements and processes to be implemented.
  • Develop HSE requirements for Construction Contractors and material and equipment suppliers to be included as part of respective tender packages.
  • Monitor that Project Contractors are implementing adequate training and induction programmes in order to ensure communication of HSE requirements.
  • Create an HSE awareness and commitment atmosphere among all project participants;

Job requirements

Competency requirements:

  • Proven experience as HSE Manager/Director
  • Knowledge and experience in international PMC contracts for projects with similar scope and complexity in general and with regards to PMC role in the Project in particular.
  • Hands-on experience in overall processes to be implemented for the performance of PMC services.
  • Hands on auditing experience in order to inspect compliance with approved plans, procedures, standards, legislation etc.
  • Clear understanding of HSE management processes to be implemented throughout all phases of project development for mega projects including multitude of project stakeholders with different objectives and needs.
  • Good knowledge of HSE requirements applicable in the country and for the Project type.
  • Good knowledge of computer-based systems including Microsoft Office applications and planning tools (like Primavera or MS Project).

Minimum Requirements

Education: Bachelor's degree in engineering, management or similar field is minimum requirement; Master's degree preferred. Professional accreditation from TUV, Bureau Veritas etc. kind of quality management associations is a strong advantage (ISO 45001 and ISO 14001 etc.).

Language skills: English is mandatory.

Professional experience: 15 years of experience in comparable projects with similar HSE management role; Min 5 years – managerial experience
